Phraseology Principals and Leaders: 

Peter Q. Nguyen, J.D., President & C.E.O.
Peter Nguyen is the founder and president of Phraseology. He has a Juris Doctor degree from the UCLA School of Law and a Bachelor's degree in Psychology and Political Science from the University of California, Davis. Upon graduating law school, Mr. Nguyen worked as a Law Clerk at the firm of Haight, Brown, and Bonesteel, LLP and then moved on to the Screen Actors Guild where he served as Director of the Member Education and Organizing Department. His duties at SAG included outreach to Hollywood studio and network executives, communications and media work, and coordinating national strategic events and educational forums.

Mr. Nguyen joined the California Faculty Association staff in 2001 where he served as a Regional Director, and his duties included grievance and arbitration work, contract enforcement, and branch office management. In 2006, he was hired to the Los Angeles County Office of the California Federation of Teachers and is responsible for contract negotiation and enforcement, leadership development, strategic planning, and representation affecting over 8,000 educators in his region.

Mr. Nguyen's extensive training experience includes delivering seminars and workshops on topics ranging from successful bargaining and leadership to best business practices for organizations such as the Screen Actors Guild, Coldwell Banker Vietnam, American Federation of Teachers, Beverly Hills Bar Association, California Faculty Association, San Fernando Valley Leadership Institute, and the House of Blues Foundation. He also teaches "American Political Institutions" as an adjunct Professor of Political Science at Cerritos College in California. Mr. Nguyen has held numerous leadership positions, including service on the board of directors of the Legal Aid Foundation of Los Angeles, co-chair of the Davis Young Democrats, member of the Yolo County Democratic Central Committee, and president of the UCLA Student Bar Association. In addition, he has testified before the University of California Board of Regents, and the higher education committees of the California State Senate and Assembly. Mr. Nguyen has served as an expert panelist and advisor for a broad range of organizations and has been quoted by numerous publications such as the Chicago Sun-Times, Los Angeles Times, Wall Street Journal, Sacramento Bee, San Francisco Chronicle, Oakland Tribune, La Opinion, Davis Enterprise, UCLA Today, UC Davis Dateline, the Daily Bruin, California Aggie, New University, and California Faculty magazine.


Brett D. Leggett, M.D., Vice President, Strategic Planning
Brett Leggett is a co-founder of Phraseology with a diverse professional background that exemplifies service and leadership. Dr. Leggett attended the University of California, Davis where he obtained a B.A. in U.S. History and Biological Sciences. While at UC Davis, Dr. Leggett founded the Pathfinder Program, which focused on enriching the academic lives of disadvantaged K-12 students, by coordinating efforts with Sacramento's elected officials, including the city's Mayor and his staff. Upon graduating from UCD, Dr. Leggett went to the Medical College of Virginia and earned his M.D. In addition to his medical studies, Dr. Leggett lobbied for health care reform on behalf of the Legislative Committee of the American Medical Student Association by meeting and working with the Virginia House of Delegates. Most recently, Dr. Leggett sat on the Pediatrics Committee of Santa Monica/UCLA Medical Center, which accredits new physicians to the staff and drafts hospital policy aimed at improving patient safety and health care delivery. Dr. Leggett is a board-certified pediatrician and member of the American Academy of Pediatrics. He is currently an inpatient pediatrician at Children's Hospital Los Angeles as well as Instructor of Clinical Pediatrics at the Keck School of Medicine of the University of Southern California, where he trains young doctors to assess and care for medically-complex infant and children.


Dorothy Yee Leggett, Esq., Vice President, Business Affairs
Dorothy Yee Leggett holds a Juris Doctor degree from the distinguished Loyola Law School in southern California; a Master's degree in Public Policy from the College of William and Mary, whose illustrious alumni include three former US Presidents as well as former Supreme Court Chief Justice John Marshall; a Bachelor's degree in Political Science and Biological Sciences from the University of California, Davis. Ms. Leggett has served as a policy expert and a federal auditor for a number of government agencies including the U.S. Government Accountability Office (GAO), the California Department of Justice, and the California Department of Health Services. During her employment at GAO, Ms. Leggett conducted program evaluations and investigations for the United States Congress in the areas of strategic planning, transportation management, physical infrastructure, and performance measurement. Her considerable experience includes conducting primary and secondary research, heading interviews and discussions with government and private sector officials as well as oversight of contractors to ensure multi-million dollar operational budgets are spent properly. Ms. Leggett currently serves as an attorney for the California State Compensation Insurance Fund, a publicly operated workers compensation insurance carrier.


Philip L. Hu, MFA, Vice President, Content Development
Philip Hu was born the son of a diplomat, which led him to spend his youth in many countries across several continents, and to experience the culture and language of peoples in Asia, South America and North America. He is conversant in English, Mandarin Chinese, Spanish, and is functional in Korean. This extraordinary upbringing has made him uniquely qualified to handle matters involving international communications and negotiations.

Mr. Hu earned a Bachelor's Degree in Literature/Writing from the University of California, San Diego, and later procured a Masters in Fine Arts degree in Creative Writing from San Diego State University. He is also a published author, and the co-founder, editor of and contributor to PoliticusUSA, an online news site/blog dealing with national politics. Currently a Professor of English at Cerritos College, Mr. Hu is seasoned and sophisticated in curriculum development and has considerable experience in the training arena including daily lectures, leading dynamic group activities and giving presentations on academic research models and methodologies. Mr. Hu deals with over 150 student personalities every year; he has developed expertise in, and sensitivity to, interpersonal, inter-gender and intercultural interaction.

Beyond his educational and professional writing backgrounds, Mr. Hu also serves as an elected Governing Board member for the San Gabriel Unified School District (SGUSD). Other leadership experiences include: member of the Facilities/Bond Oversight Committee for SGUSD where he helped oversee a 65 million dollar bond; President of Park Glenwood Homeowners Association, where he presided over an 88 condo association with a reserve fund of over half a million dollars; Founder and Director of Cerritos College¡¯s Civic Education Initiative where he establishes and maintains contact with local, state and national leaders in an effort to bring them to Cerritos College to engage students in crucial and timely social/political issues; Political Director and former Deputy Chief Negotiator of the Cerritos College Faculty Federation.

In all of his leadership roles, Mr. Hu has demonstrated a history of analyzing and discerning what needs to be done in order to progress and improve an organization, and then doing it, or, through proper and potent communication, effectively moving others to action.


Bryan Schofield, Business Manager
Bryan Schofield graduated from UCLA with a Bachelor's Degree in Economics and a minor in English. Mr. Schofield spent his Junior and Senior years on the Dean's Honors List. His tenure at UCLA, “ranked as the number three public school in the United States,” was capped by the experience of leading the winning team in the 2007 Deloitte Case Competition, where he directed an active PowerPoint presentation on strategy and operation analysis to managers and consultants from Deloitte, Bain & Co, and other companies. Mr. Schofield was also instrumental in building up the marketing arm of UCLA's fledgling management consulting club, Bruin Consulting, where he spearheaded logo and branding efforts as well as making creative classroom presentations to spread information. The communication prowess he exhibited through Bruin Consulting has been augmented by experience expanding the client base of private wealth management executives at Morgan Stanley. Though he has graduated, Mr. Schofield continues his active involvement at UCLA in the campus service organization Bruin Rotaract, where he executes service functions inclusive of helping make and deliver meals for people living with HIV/AIDS, and visiting children in transitional homes. He also serves as the Director of Foreign Operations for Kenya's Kebirigo Community Resource Center, a community help network that has been featured in Kenya's Daily Nation newspaper.
